Step 1: Pat the 1.1 kg (2.5 lb) beef cubes dry and season them with salt and pepper. Warm 2 tbsp olive oil in a large Dutch oven over medium-high heat, then brown the beef in two batches for about 6 minutes per batch. You want a deep brown crust before you set the meat aside.
Step 2: Lower the heat to medium and add the 1 large diced onion with the 3 medium carrots and a pinch of salt. Cook for 6 minutes until the vegetables soften, then stir in the 4 minced garlic cloves and 2 tbsp tomato paste. You can keep stirring for 2 minutes so the tomato paste darkens a shade.
Step 3: Pour in the 1 L (4 cups) beef stock slowly while you scrape the bottom of the pot, then add the 200 g (1 cup) pearl barley and 1 tsp dried thyme. Return the beef and any juices to the pot, cover, and slide it into a 325F (160C) oven for 1 hour 30 minutes.
Step 4: Remove the lid, stir the casserole once, and check the liquid level. You can add a splash of stock if the barley has soaked up more than you expected, then continue baking uncovered for 30 minutes until the beef shreds and the barley is tender.
Step 5: Let the casserole cool completely, then portion it into two freezer bags or containers. When you are ready to serve, thaw one bag overnight and reheat it in a covered pot over low heat until bubbling, then serve it hot with extra black pepper.
The trick that makes any beef casserole work is the browning step. Let the beef sit in the hot pan long enough to form a dark crust, because that crust becomes the flavor of the entire sauce. Rushing it means the whole dish will taste flat.
