- Preheat oven to 375°F (190°C). Brown the ground beef and onion in a skillet over medium-high heat until the meat is no longer pink, about 6 to 7 minutes. Drain any excess fat, then stir in the garlic and cook for 30 seconds.
- Add the taco seasoning, salt, and water. Simmer over medium-low heat for about 3 minutes until the liquid reduces and the meat looks saucy. Remove from heat.
- Warm the tortillas and spread a few spoonfuls of refried beans on each. Top with rice, a generous scoop of beef, and a sprinkle of cheese. Fold the sides in and roll tightly, then place seam side down in a 9×13-inch baking dish.
- Pour the enchilada sauce evenly over the burritos and cover with the remaining cheese.
- Bake for 20 to 22 minutes until bubbly, then broil for 1 to 2 minutes if you want extra golden spots on the cheese. Serve hot with sour cream, cilantro, and jalapeños.
Notes
Let the burritos rest for 5 minutes before lifting them out of the dish so the cheese sets a little and they hold together better. A thin layer of sauce on the bottom of the dish keeps the tortillas from sticking without making them soggy.
