- In a small saucepan over medium heat, whisk together the water, rice vinegar, sugar, garlic, chili flakes, and salt until the sugar dissolves, about 1 minute.
- Bring the liquid to a gentle boil and boil for 2 minutes. Stir the cornstarch slurry to recombine, then pour it into the saucepan while whisking constantly. Keep whisking over medium-low heat until the sauce thickens enough to coat the back of a spoon, 8 to 10 minutes.
- Turn off the heat and let the sauce rest for 5 minutes before serving. Pour into a bowl for dipping or drizzle straight over your dish. Stir just before serving to redistribute the chili flakes and garlic.
Notes
The sauce thickens significantly as it cools, so aim for a slightly thinner consistency in the pan than you want at the table. If it ends up too thick, stir in a splash of warm water or extra rice vinegar to loosen it up.
