- Whisk the soy sauce, honey, rice vinegar, garlic, ginger, sesame oil, and cornstarch in a small bowl until smooth.
- Season the chicken with salt and pepper. Heat the neutral oil in a large skillet over medium‑high. Sear the chicken for 5 to 6 minutes per side until deep golden and 160°F (71°C).
- Remove the chicken to a plate. Pour the sauce into the hot skillet, let it bubble for about 30 seconds, then return the chicken and spoon the sauce over. Cook 1 minute, turning to coat.
- Slice the chicken against the grain, arrange on a platter, and spoon the remaining glaze on top. Garnish with sesame seeds and green onions.
