- Whisk together flour, baking powder, cinnamon, nutmeg, and salt in a bowl.
- Cream butter, brown sugar, and granulated sugar until fluffy, about 2 minutes.
- Beat in egg and vanilla until just combined.
- Fold in flour mixture, oats, grated carrot, walnuts, and raisins until no dry streaks remain.
- Scoop rounded tablespoons onto a parchment-lined sheet and bake at 350°F (175°C) for 10 to 12 minutes, until edges are golden.
- Beat cream cheese, powdered sugar, vanilla, and milk into a smooth drizzle, then drizzle over cooled cookies.
Notes
Let the cookies rest on the baking sheet for 5 minutes after they come out of the oven; they're soft and need that time to set. If you're doubling the batch, bake one sheet at a time, rotating halfway through.
