- Heat oil in a Dutch oven over medium-high. Brown necks 4 minutes per side, then set aside.
- Reduce heat to medium. Sauté onion, celery, bell pepper 5 minutes, then add garlic and cook 1 minute.
- Return necks to pot. Add broth, bay leaves, paprika, and pepper. Bring to a boil, then simmer covered on low 150 minutes until meat pulls from bone.
- Remove necks. Whisk flour with water, pour into broth, and simmer 3 to 4 minutes until thickened. Taste and adjust salt.
- Shred meat off bones, stir back into gravy, and serve hot over rice.
Notes
If your necks are on the large side, plan for up to 180 minutes of simmer time. The broth will reduce and season itself as it cooks, so hold off on adding salt until the gravy is done and you can taste it.
