- Stir the oats, cumin, turmeric, chili powder, and salt together in a bowl.
- Whisk in the water until smooth. Let the batter rest 5 minutes, then loosen with a little more water if needed.
- Fold in the onion, tomato, chili, and cilantro until evenly mixed.
- Heat a nonstick tawa over medium heat, brush lightly with oil, and pour a scant 1/2 cup batter. Spread into a 5 to 6 inch circle and cook 3 minutes per side until golden and crisp.
- Fold or roll each chilla and serve hot with chutney or yogurt.
Notes
If the batter thickens while you cook, stir in a teaspoon of water at a time to keep it spreadable. Leftover uncooked batter can sit in the fridge for up to 4 hours, but the vegetables will soften, so it is best used right away.
