- Preheat oven to 400°F. Whisk flour, baking powder, salt, and sugar. Cut in cold butter until mixture resembles coarse crumbs with pea-sized pieces.
- Stir in milk just until a shaggy dough forms, then gently knead 4-5 times on a floured surface into a smooth ball.
- Roll dough into a 10x14-inch rectangle. Brush with melted butter, leaving a ½-inch border on one long side. Mix brown sugar and cinnamon; sprinkle over butter and press gently. Roll up tightly starting from the long side without the border, pinch seam to seal.
- Slice into 8 pieces, place cut-side up in a greased 9-inch round pan. Bake 20-22 minutes until golden and bubbly; cool 5 minutes.
- Whisk powdered sugar, 1 tablespoon milk, and vanilla until smooth; drizzle over warm rolls and serve.
Notes
The dough can be made ahead and refrigerated overnight; let sit at room temp for 10 minutes before slicing. For a tangier dough, replace milk with buttermilk and reduce baking powder to 1 ½ teaspoons plus ¼ teaspoon baking soda.
