- Preheat oven to 400°F (200°C). Brown the ground beef in an oven-safe skillet over medium-high heat, breaking it up, until cooked through, about 6 to 8 minutes. Drain fat and season with salt and pepper.
- Lower heat to medium-low, add cream cheese, pizza sauce, garlic powder, Italian seasoning, and red pepper flakes. Stir until cream cheese melts, then mix in olives, bell pepper, and half of the mozzarella and Parmesan.
- Smooth the mixture into an even layer in the skillet, top with the remaining mozzarella and Parmesan, and arrange the pepperoni slices on top.
- Bake for 20 minutes until bubbly. Broil for 1 to 2 minutes at the end for crispy pepperoni if desired.
- Rest 5 minutes, garnish with fresh basil, and serve.
Notes
Let the casserole sit for 5 minutes before serving; it will set up and be easier to scoop. The skillet handle stays very hot, so use an oven mitt. Broiling is optional, but it gives the pepperoni a crisp edge. Fresh basil adds a bright finish, though it’s still great without it.
