- Heat oil in a large heavy pot over medium-high heat. Sprinkle brown sugar into the oil, let it melt, then add chicken skin-side down. Brown 5 minutes per side until deep caramel color forms. Remove chicken.
- Add onion to the pot and cook 3 minutes, scraping up browned bits. Stir in garlic, Scotch bonnet, thyme, allspice, and ginger. Cook 1 minute.
- Pour in water, soy sauce, and ketchup. Return chicken and any juices to the pot. Bring to a boil, reduce heat to low, cover, and simmer 35 to 40 minutes until chicken is tender.
- Remove the Scotch bonnet if desired. Season with salt and pepper. Ladle chicken and gravy over rice, top with scallion, and serve hot.
Notes
For a thicker gravy, simmer uncovered for an extra 2 to 3 minutes before serving. Let the stew rest off heat for 5 minutes so the sauce can settle.
