- Whisk flour, 1/4 cup cocoa powder, yeast, sugar, and salt. Combine warm milk, melted butter, egg, and vanilla; stir into dry mix until a shaggy dough forms.
- Knead 8 to 10 minutes until smooth. Place in a greased bowl, cover, and let rise until doubled, about 1 to 1.5 hours.
- Punch down dough; roll into a 12x16-inch rectangle. Spread 3 tbsp soft butter, leaving a 1-inch border. Mix brown sugar, 2 tbsp cocoa, cinnamon, and hot cocoa mix; sprinkle over butter.
- Roll tightly from the long side, seal seam, and cut into 12 slices. Arrange in a greased 9x13-inch pan, cover, and let rise 30 to 45 minutes until puffy.
- Preheat oven to 350°F (180°C). Bake rolls 20 to 25 minutes until golden and set.
- Heat cream until steaming, pour over chocolate chips, let sit 1 minute, and stir until smooth. Drizzle over warm rolls and sprinkle with flaky salt.
Notes
The 55-minute total time is hands-on work; the recipe includes two rising periods that are not part of the active prep or cook time. Allow an extra 1.5 to 2.25 hours for the dough to do its thing.
