- Preheat oven to 350°F (175°C) and line an 8x8-inch pan with parchment. Whisk melted butter and sugar, then whisk in eggs and vanilla. Sift in cocoa, flour, and salt, and stir until just combined. Spread batter into the pan.
- Bake 20 to 25 minutes until a toothpick comes out with a few moist crumbs. Cool completely in the pan on a wire rack, about 1 hour.
- Beat softened butter with brown sugar and granulated sugar until fluffy, about 2 minutes. Mix in milk and vanilla, then beat in heat-treated flour. Fold in mini chocolate chips.
- Drop spoonfuls of cookie dough over the cooled brownies and spread into an even layer with an offset spatula.
- Refrigerate uncovered at least 30 minutes until firm. Lift out the slab, cut into 16 squares, and serve.
Notes
Vigorously stir the brownie batter after adding the eggs to get that shiny top. Plan for at least 30 minutes of chilling time before slicing. The cookie dough contains no eggs, so it is safe to snack on while you wait.
