- Preheat oven to 350°F (175°C). Grease and line two 8-inch round pans. Cream the 1 cup butter and 1 3/4 cups sugar for 4 minutes until pale. Add eggs one at a time, then 2 tsp vanilla.
- Whisk flour, baking powder, and salt. Add to batter in three parts alternating with 1 cup milk, mixing just until combined. Divide batter between pans.
- Bake 25-28 minutes until a toothpick comes out with moist crumbs. Cool 10 minutes in pans, then turn out onto a rack to cool completely.
- Beat 2 cups butter for 3 minutes until pale. Gradually add powdered sugar, then 2 tsp vanilla and 2 tbsp cream. Beat on high 2 minutes until fluffy, adding more cream if needed.
- Place one cake layer on a plate, spread 1 cup frosting on top, then add second layer. Apply a thin crumb coat all over and chill 30 minutes.
- Frost the chilled cake with remaining buttercream, smoothing the top and sides. Press crushed blue rock candy around the bottom edge, scatter snowflake sprinkles, and dust with edible glitter.
Notes
The cake layers and buttercream can be made a day ahead; keep the buttercream refrigerated and bring to room temperature before assembling. For the brightest white finish, use clear vanilla in both the cake and frosting.
