- Heat oil in a large skillet or Dutch oven over medium-high. Add beef, cook 5 minutes until browned, breaking it up. Drain most of the fat if needed.
- Stir in onion and garlic. Cook 3 minutes until translucent.
- Add cabbage, tomato sauce, broth, rice, paprika, salt, and pepper. Bring to a boil, then reduce heat to low, cover, and simmer 20-25 minutes until rice is tender and cabbage is soft.
- Remove from heat, stir in most of the herbs, and adjust salt. Spoon into bowls and top with remaining herbs.
Notes
If using brown rice, increase the liquid to 2 cups and simmer 40 to 45 minutes. For an even richer sauce, swirl in a couple tablespoons of heavy cream or sour cream just before serving. Letting the pot rest off the heat for 5 minutes thickens the sauce a bit more.
