Method
- Melt the chocolate chips, condensed milk, and 2 tbsp butter in a saucepan over low heat, stirring for 4 to 5 minutes until smooth. Remove from heat and stir in 1 tsp vanilla.
- Spread the fudge into a parchment-lined 8x8-inch pan and chill for 10 minutes until the top is set.
- Beat the ½ cup room temperature butter with the brown sugar until fluffy, about 2 minutes. Mix in 1 tsp vanilla, the heat-treated flour, and salt. Add milk a tablespoon at a time until a soft dough forms, then fold in the ½ cup mini chips.
- Drop spoonfuls of the dough over the chilled chocolate layer and press into an even sheet. Scatter extra mini chips on top and press them in gently.
- Chill for at least 2 hours until completely firm, then lift out, cut into 16 squares, and serve cold.
Notes
Chilling time is not included in the prep or cook time above; plan for at least 2 hours of fridge time before slicing. If you've never heat-treated flour, spread it on a baking sheet and bake at 350°F (175°C) for 5 minutes, then let it cool fully before using.
