Ingredients
  

  • 2 ½ cups all-purpose flour
  • 1 ½ teaspoons baking powder
  • ½ teaspoon baking soda
  • ½ teaspoon salt
  • 1 cup unsalted butter, softened
  • 1 ½ cups packed dark brown sugar
  • 3 large eggs, room temperature
  • 1 tablespoon vanilla extract
  • 1 cup whole milk, room temperature
  • 1 ½ cups mini semisweet chocolate chips
  • 3 cups powdered sugar
  • ⅓ cup heat-treated all-purpose flour
  • ½ teaspoon salt (for cookie dough)

Method
 

  1. Cream ½ cup butter with ½ cup brown sugar, then mix in 2 teaspoons vanilla, 1 tablespoon milk, ⅓ cup heat-treated flour, and ½ teaspoon salt. Fold in ½ cup mini chocolate chips. Form half into small chunks and press the rest into a disc; chill both for 30 minutes.
  2. Preheat oven to 350°F and grease two 8-inch pans. Beat remaining butter with remaining brown sugar, then eggs and vanilla.
  3. Whisk dry ingredients and add to butter mixture alternately with milk. Divide batter between pans and bake 25-28 minutes until a toothpick comes out with moist crumbs. Cool completely.
  4. Beat 1 cup butter until creamy, add powdered sugar, then 2 teaspoons vanilla and 2 tablespoons milk. Mix in 3 tablespoons heat-treated flour and a pinch of salt; whip until fluffy.
  5. Place one cake layer on a plate, spread with frosting, scatter half the chilled dough chunks, and top with second layer. Frost entire cake.
  6. Break remaining dough disc into pieces, pile on top, and sprinkle with remaining chocolate chips. Serve at room temperature.

Notes

The 70-minute total does not include the 30 minutes of chilling time for the cookie dough; plan that into your schedule. For the best flavor, let the assembled cake sit at room temperature for an hour before slicing so the frosting softens and the dough bits lose their chill.
