- Beat the butter, brown sugar, and granulated sugar with an electric mixer on medium speed until pale and fluffy, about 2 minutes. Mix in the milk and vanilla.
- Add the cooled flour, cocoa powder, and salt to the bowl; mix on low until a thick dough forms. Fold in the chocolate chips with a spatula.
- Roll the dough into bite-sized balls and serve immediately, or chill for 30 minutes for a firmer texture.
