- Beat ½ cup butter and 1 cup brown sugar for filling until fluffy; mix in vanilla, heat-treated flour, and milk to form a soft dough, then fold in ⅔ cup mini chips. Set aside.
- Preheat oven to 350°F. Cream ¾ cup butter, 1 cup granulated sugar, and ½ cup brown sugar; add eggs and vanilla. Alternately mix in dry ingredients (flour, baking powder, soda, salt) with buttermilk and oil, then fold in ½ cup mini chips. Divide into two greased 8-inch pans.
- Bake 28–32 minutes until a toothpick comes out with moist crumbs. Cool 10 minutes in pans, then transfer to a rack to cool completely.
- Beat 1 cup butter and ½ cup brown sugar for frosting until smooth; add powdered sugar, salt, vanilla, and enough cream to make it spreadable. Fold in ⅓ cup mini chips.
- Place one cake layer on a plate, spread filling on top leaving a border, top with second layer. Crumb coat with frosting, chill 15 minutes, then frost generously. Garnish with extra mini chips.
Notes
Heat-treat the flour for the filling by baking it at 300°F for 5 minutes or microwaving in 30-second bursts until it reaches 160°F. The cake layers must cool completely before you assemble, so plan for about 1 hour of hands-off cooling time. For the cleanest slices, chill the frosted cake for at least 30 minutes before cutting.
