- Preheat oven to 400°F (200°C). Halve peppers lengthwise, remove seeds and membranes, and brush with olive oil.
- Heat oil in a skillet over medium-high. Cook onion 3 minutes, add garlic 30 seconds, then crumble in beef. Cook 6 to 8 minutes until no longer pink, breaking it into small pieces. Drain excess fat.
- Lower heat to medium. Stir in cauliflower rice, marinara, Italian seasoning, salt, and pepper. Simmer 3 to 4 minutes until thickened and cauliflower is tender.
- Place pepper halves cut side up in a baking dish. Fill each with the beef mixture, packing it in. Top evenly with mozzarella and Parmesan.
- Bake 20 to 22 minutes until peppers are fork-tender and cheese is bubbly with golden spots. Let rest 5 minutes, then serve warm.
Notes
If you prefer softer peppers, parboil the raw halves in boiling water for 2 minutes and drain well before stuffing. That gives them a head start without making them mushy.
