- Preheat oven to 375°F. In a large oven-safe skillet, heat oil over medium-high. Add beef and onion, cook until beef is browned, about 8 minutes. Stir in garlic, cook 1 minute, then drain fat.
- Add cabbage, salt, pepper, and paprika. Cook, stirring, until cabbage softens, about 5 minutes.
- Stir in tomato sauce, diced tomatoes, broth, brown sugar, vinegar, and Worcestershire. Simmer 2 minutes.
- Remove from heat. Fold in rice. If skillet is not oven-safe, transfer to a greased 9x13 dish. Cover with foil, bake 30 minutes. Uncover, bake another 15 to 20 minutes until bubbly and top is lightly caramelized.
- Rest 5 minutes, then spoon into bowls. Serve hot.
Notes
Let the casserole sit a few minutes after baking so it sets up a bit. The leftovers only get better the next day.
