Ingredients
  

  • 1 lb flank steak, thinly sliced against the grain
  • 2 tbsp soy sauce, divided
  • 1 tbsp rice vinegar
  • 2 tbsp brown sugar
  • 2 tbsp cornstarch, divided
  • 1 tbsp sesame oil
  • 1-inch piece fresh ginger, grated (about 1 tbsp)
  • 3 cloves garlic, minced
  • 1 red bell pepper, thinly sliced
  • 1 medium onion, sliced
  • 2 tbsp vegetable oil, divided
  • ΒΌ cup water
  • For serving: sliced green onions, sesame seeds, steamed rice

Method
 

  1. Toss the beef with 1 tbsp soy sauce, 1 tbsp cornstarch, and 1 tsp vegetable oil. Marinate 10 to 15 minutes.
  2. Whisk together 3 tbsp soy sauce, rice vinegar, brown sugar, sesame oil, ginger, garlic, 1 tbsp cornstarch, and water until smooth.
  3. In a wok over high heat, sear the beef in batches with the remaining oil, 1 to 2 minutes per side, until browned. Transfer to a plate.
  4. Add the onion and bell pepper to the hot pan and stir-fry 3 to 4 minutes over high heat until crisp-tender and lightly charred.
  5. Return the beef to the pan, pour in the sauce, and toss 1 to 2 minutes until thickened and glossy. Serve over rice, topped with green onions and sesame seeds.

Notes

If the sauce gets too thick after it hits the pan, add a splash of water and toss again. For extra char on the vegetables, let them sit still in the pan for a minute before tossing.
